In the current global landscape, we find ourselves at a critical juncture where the promise of connectivity meets the harsh reality of a fractured world. The year 2025 was marked by a profound paradox: while the shifting geopolitical realignments accelerated the regionalisation of supply chains, the technical challenges of life safety became more interconnected than ever.

High-rise construction and complex data centres are being built across the globe using identical materials and methodologies. Yet, as borders tighten and instability persists, the regulatory oversight governing these structures remains stubbornly fragmented. In this era of uncertainty, the industry can no longer afford to treat life safety as a local variable; it requires a universal framework that holds firm even when the global order is in flux.

Beyond the ‘narrow straw’ of local codes

For too long, the passive fire protection (PFP) industry — specifically firestopping and compartmentation — has been viewed through the narrow straw of local building codes. While codes like the IBC, NFPA, EN or the Saudi Building Code (SBC) are essential benchmarks, they are often treated as the final destination rather than the starting point.

This reliance on prescriptive ‘rules’ has masked a systemic vulnerability: passive fire protection fails not because of a lack of products or tests, but because of a lack of a cohesive, global language for responsibility.

The DIIM™ Solution: Governance, not just compliance

The DIIM™ framework (Design, Install, Inspect, Maintain) was engineered to solve this. It is not a code, it is not a standard, and it is not a specific certification scheme. It is a system of governance.

Passive fire protection failures are rarely product-specific; they are systemic. A firestop system tested to the highest laboratory standards (ISO, UL, or EN) will still fail if it is:

  • Selected for the wrong application (Design)
  • Placed by an untrained hand (Install)
  • Breached by a trade worker after handover (Maintain)

DIIM™ as a lifecycle responsibility model

If DIIM™ defines the where and when of responsibility, the ISO CASCO standards define the how of trust. To move toward a global consensus by 2030, we must rely on a shared infrastructure of credibility:

  • Competence (ISO/IEC 17024): Focusing on the individual’s skill.
  • Process (ISO/IEC 17065): Focusing on the organisation’s quality management.
  • Independence (ISO/IEC 17020): Focusing on impartial, third-party verification.

Bridging the gap: Prescriptive vs. performance

DIIM™ acts as the bridge between prescriptive codes (which tell you what to do) and performance-based codes (which tell you what the outcome must be).

  • In a prescriptive environment: DIIM™ ensures the recipes are followed.
  • In a performance environment: DIIM™ provides the documentation trail to justify ‘alternative means and methods’.

The firestopping industry can only function when all stakeholders work in tandem. The DIIM™ framework provides the common language for this consensus.

By focusing on responsibility, competence and lifecycle continuity, we are not just following codes — we are building a foundation of trust that will protect the built environment for generations to come.
