Saudi Building Code publications, including the Saudi Fire Code (SBC 801), rely on referenced standards to provide technical depth without repeating content already established in consensus documents. If you look closely at how SBC 801 references external standards such as NFPA publications, you will notice two common approaches.
In some cases, SBC 801 references a standard broadly, using wording such as “in accordance with NFPA 14”. In other cases, SBC 801 references only a specific clause, section, or chapter of a standard.
This article clarifies the purpose of these two approaches and explains how SBC 801 controls the enforceable scope of referenced standards.
Note on terminology: SBC 801, and likewise SBC 201, is developed on the basis of the ICC model code structure and approach. For clarity, this article focuses on the referencing methodology as implemented in SBC Codes. Where the term ICC is used, it refers to the general methodology rather than edition specific text, unless stated otherwise.
The governing principle behind referencing, to the prescribed extent
SBC 801 Section 102.7, Referenced codes and standards, establishes the governing principle for external references. It confirms that referenced codes and standards are those listed in Chapter 80, and that such codes and standards are considered part of the requirements of SBC 801 only to the prescribed extent of each such reference, with additional regulation under the related provisions.
This is the key architectural feature. SBC 801 does not automatically import an entire external standard simply because it is referenced. Instead, it incorporates only the portion that SBC 801 intends to invoke for a specific requirement and purpose. The phrase prescribed extent is the boundary line that controls applicability.
Approach 1: Broad references to a standard
A common example is an SBC 801 requirement that directs compliance in accordance with NFPA 14 for a given topic. This is a broad reference style. It does not identify a chapter or section because SBC 801 is directing the user to NFPA 14 as the primary technical rulebook for that subject matter.
SBC 801 uses broad referencing for practical reasons, including:
- To avoid duplicating detailed technical requirements that are already established and maintained in consensus standards.
- To keep the code concise while still requiring robust engineering outcomes.
- To rely on a recognised and widely adopted standard that contains the design and performance framework for the system.
Broad referencing does not mean that every provision in the referenced standard becomes universally enforceable in all contexts. The enforceable scope remains bound by the SBC 801 requirement that invoked reference and by the prescribed extent principle.

Approach 2: Narrow references to a specific chapter, section or clause
In other cases, SBC 801 cites only a specific chapter, section or clause of a standard. This is narrow reference style, and it reflects an intentional decision to prescribe a limited extent.
Narrow referencing is used when SBC 801 needs precision and tight scope control, for example:
- When only one technical aspect is needed from a larger standard.
- When the code intends to avoid importing requirements that are not aligned with the SBC 801 requirement being enforced.
- When enforcement clarity is improved by pointing directly to the exact provision that matters.
- When limiting the reference reduces the likelihood of conflict with SBC provisions or local amendments.
When a narrow reference is used, the boundary is explicit. Only the cited portion is incorporated for that specific requirement.

Tiered references: When a standard references another standard
An important dimension of the referencing framework is what happens when a referenced standard itself points to other standards. This creates a chain of references, commonly referred to as first-tier and second-tier references, and the prescribed extent principle applies at every level of that chain.
The first-tier reference is the direct citation in SBC 801 to a standard such as NFPA 14. That standard, in turn, may reference other documents, for example, ASME or ASTM standards for materials, or NFPA 70 for electrical requirements. These become second-tier references.
When a standard that is referenced in the code (first-tier reference) in turn references another standard (second-tier reference), the second tier referenced standard is equally applicable, again, to the prescribed extent of the reference to it in the first-tier reference as long as it does not conflict with a clear provision in the fire code. This trail of applicability extends throughout all tiers of references.

Chapter 80: The gatekeeper for referenced standards
Chapter 80 plays a central role in the SBC 801 framework. It is not merely an informative list. It identifies the standards referenced by the code and provides the structure that supports traceability to code provisions. In effect:
- A standard must be listed in Chapter 80 to be treated as a referenced standard within the SBC 801 framework.
- Even when listed, it becomes part of SBC 801 only to the prescribed extent of its use.
This supports traceability in design reviews, improves consistency in enforcement, and reduces disputes over whether a document or a portion of it is truly part of the adopted code requirements.
What selective referencing accomplishes
Selective referencing is a deliberate drafting strategy that supports the way model codes function across jurisdictions and enforcement environments.
- Scope control without losing technical rigour
SBC 801 can require technically robust systems by pointing to NFPA standards, while still controlling what is enforceable and why. - Concise code structure
SBC 801 remains usable as a regulatory code rather than reproducing complete system design standards in full. - Clear hierarchy and conflict handling
SBC 801 remains the controlling document. Referenced standards support compliance with SBC 801. The distinction between broad and narrow referencing in SBC 801 and SBC 201 is intentional and consequential. Both approaches, together with the tiered reference chain they may generate, serve the same underlying architecture: importing trusted technical content from established consensus standards while maintaining tight control over scope, preserving code hierarchy and improving enforceability across diverse project types and enforcement contexts.
